It welcomes the plans but questions whether they should go further noting that the standard does not require an agent to have professional indemnity insurance or partake in continuing professional development, both requirements for members of professional bodies.
It notes that, despite public perception, provision of tax services is an unregulated activity and HMRC need the power to enforce non-compliance.
